TOPIC : Paving the Way for the Energy System of the Future – with Green Hydrogen
Dr Stefan Kaufmann has served as Innovation Commissioner for Green Hydrogen at the Federal Ministry of Education and Research (BMBF) since 19 June 2020. Federal Research Minister Anja Karliczek appointed Kaufmann, a member of the German Bundestag for the CDU party, in the context of implementing the Federal Government’s National Hydrogen Strategy. The Innovation Commissioner for Green Hydrogen is a permanent guest on the State Secretaries’ Committee for Hydrogen of the participating ministries as well as the National Hydrogen Council. He is responsible for coordinating the focus of the BMBF’s research and development activities and the transfer of R&D results into practical application, cooperating with various stakeholders from politics, industry and research who are involved in this process. The Innovation Commissioner is also tasked with introducing promising, innovative approaches and ideas from BMBF-led research on the political stage and in public debate.
Prior to his appointment as Innovation Commissioner for Green Hydrogen, the fully qualified lawyer served as chair of the Study Commission “Vocational Training in the Digital Work Environment” and CDU/CSU spokesperson on the Committee on Education, Research and Technology Assessment of the Bundestag. Dr Kaufmann has served as a Member of the Bundestag and regular member of the Research Committee since 2009. He has always been directly elected to the Bundestag for his constituency of Stuttgart. Dr Kaufmann is a member of the CDU Federal Committee on Education, Research and Innovation as well as chair of the CDU’s Stuttgart district branch.

Dr. Benyoucef is the Head of the Energy Studies Department at the OPEC Secretariat. Prior to joining OPEC in September 2017, he was the Director of Studies and Knowledge Management at the Algerian National Oil Company, SONATRACH, where he was responsible for mid- and long-term planning, in particular coordinating training activities and setting up a knowledge management and technological mastery system.
Dr. Benyoucef has also worked at the Algerian Ministry of Energy and Mines and, for many years, was engaged as a lecturer and researcher at the API.
Benyoucef has a Ph.D. in Energy Economics from the French Petroleum Institute (Paris) and has published several papers in various specialist journals.

Dmitry Sokolov has been Head of Energy Economics and Forecasting Department (EEFD) at Gas Exporting Countries Forum since December 2015.
At the GECF, Mr Sokolov is responsible for developing views on the gas market development by projecting supply and demand figures into the future to obtain better understanding of the mid- and long-term gas sector trends and providing quantitative assessment of the impact of policies, regulations, investments and commercial decisions, thorough analysis and utilization of specialized energy and gas forecasting models.
More specifically, Mr Sokolov is responsible for supervising long-term gas market Outlook development process based on various scenario assumptions, GECF Global Gas Model (GGM) runs and regular updates of the data and constraints of GGM, as well as development of econometrical long and medium term forecasting sub-model related to macroeconomics and energy sector to complement GECF GGM. Prior to the GECF, Mr Sokolov worked for four years as Researcher at the Asia Pacific Energy Research Centre (APERC)/ The Institute of Energy Economic, Japan (IEEJ).
In 2006-2009, Mr Sokolov worked for three years as International Researcher at the Korea Energy Economics Institute (KEEI).
He is originally from Irkutsk, the Russian Federation, where he spent many years in working as Researcher of the Melentiev Energy Systems Institute of Siberian Branch of the Russian Academy of Sciences.

Eng.Wael has 17 years’ experience in the gas Industry. He started his career as a gas engineer in 2004 at one of Eni’s JVs, (Petrobel) in Egypt, and held several roles from field operations to production planning until held the position of production department manager. He was appointed at OAPEC as a gas industries expert since 2013. He conducts technical studies covering the current developments and future prospects of gas/LNG and hydrogen sector and their role in the energy transition.
Eng.Wael actively participates at various international forums and summits and delivers insights on the sustainability credentials of gas, changing dynamics of the gas sector in the MENA region and focuses on policies and actions that underpin use of gas and hydrogen in different sectoral areas.
Eng.Wael holds a MSc degree (with honours) in Petroleum Engineering from Politecnico di Torino in Italy and a BSc degree (with honours) in chemical engineering & petroleum refining. Recently, he obtained a MBA diploma in Project Management.

Previously, for more than 12 years she was a Senior Project Manager and Research Programme Officer in the FCH JU and European Commission (Directorate R&I/Energy), following on a background experience as researcher in the Energy sector in Romania.

TOPIC : Challenges in financing projects during the energy transition
Ahmed Badr is the Acting Director of the International Renewable Energy Agency’s (IRENA) Project Facilitation and Support division (PFS), a new division that offers member countries dedicated project implementation support. Mr. Badr took up the position in April 2020 and brings more than 30 years of international experience in the field of banking and finance.
In his role, Mr. Badr is tasked with leading the development of the division, while spearheading the Agency’s implementation of the Climate Investment Platform, a multi-stakeholder platform in established in partnership with SE4All, the UNDP and in coordination with Green Climate Fund to streamline access to climate funding for developing countries and advance renewables deployment.
Prior to joining IRENA, Mr. Badr held several senior operational positions in the field of climate change, renewable energy, energy efficiency, water and infrastructure projects in a number of multinational financial institutions, including the World Bank, European Bank for Reconstruction and Development, European Commission (EuropeAid), and Japan Bank for International Cooperation.
Mr. Badr is certified a project infrastructure project manager, with a B.Sc in Civil Engineering and Master’s Degree in Infrastructure Economics from the Universite de Nates, France.

Turki Al Shehri is the Chief Executive Officer for ENGIE in the Kingdom of Saudi Arabia. Al Shehri is responsible for ENGIE’s vast business that covers renewables, conventional power, green hydrogen, gas storage, smart city applications, and downstream LNG. Currently ENGIE in Saudi Arabia has over $5 billion in investments and nearly 2,000 employees. Cornelius is a well-respected leader and investor in the renewable energy industry and built several successful clean energy businesses and start-ups within Middle East and Africa. He has extensive board level experience from 10 years in Deutsche Bank (among others, youngest board member in Deutsche Bank Italy Group) and several leading renewable energy organisations and associations via pro bono work as well as different startup companies.
By building the international shareholder and partner network of Dii (Desertec Industrial Initiative), he was at the forefront of the renewable energy revolution in North Africa and the Middle East. The IPHE is an inter-governmental partnership of 21 countries and the European Commission, working to help facilitate the transition to clean and efficient energy, industry, and mobility systems using hydrogen and fuel cells technologies.
Previously, Mr. Karlsson held various positions including Director of Emerging Technologies, and, Director of Environmental and Clean Energy Industries in the Department of Industry of Canada.

Stuart is passionate about increasing exports, diversification, decarbonisation and being the voice of the integrated energy supply chain. Jeff joined the Institute in January 2016 as General Manager, Americas, before moving to his current role in 2017. As GM, Client Engagement, he is responsible for ensuring the Institute’s Members derive high value from their membership, as well as expanding the membership base and identifying fee-for-service opportunities.
Prior to joining the Institute, Jeff was Director of Global Projects at the Carbon War Room, an international non-governmental organisation and think tank working on issues regarding market-based solutions to climate change. Previously he served as Senior Vice President at SustainAbility, a pioneering global think tank and strategic advisory firm, where he worked with multinational businesses across numerous industries to develop and execute corporate sustainability programs and strategies. Early in his career, Jeff spent 14 years at Mobil Oil and ExxonMobil Corporation, where he was responsible for projects and programs in multiple engineering specialties and across a broad range of environmental, health and safety issues.
Jeff holds a Bachelor of Science in civil engineering from Bucknell University and is a licensed professional engineer.
